Emperia arrived in 2026 under the Curacao Gaming Control Board, the reformed regulator that Curacao stood up to replace its old master-and-sub-licence system. That reform is the reason this review does not lump Emperia in with the Anjouan launches: the oversight is not strong, but it is a step up. We tested it to see whether the framework showed in practice.

Licence and ownership

The Curacao Gaming Control Board now licenses operators directly, rather than through the daisy-chain of sub-licences that made the old Curacao seal close to meaningless. That is a real if modest improvement: there is now a single named regulator, and complaints have a defined destination. It is still a long way short of an EU licence, and player funds are not segregated to the standard Malta requires. Score it as better-than-Anjouan, not as safe.

The practical test of the reform is whether a complaint now lands somewhere. Under the old model a Curacao sub-licence answered to a master licensee rather than to a regulator, which left players with no clear destination for a dispute. A direct licence at least names the body responsible. It does not add a deposit-guarantee scheme, it does not force segregated player accounts to the standard an EU regulator requires, and it does not give you an ombudsman with binding powers. Treat the improvement as a lower chance of being ignored, not as a safety net you can lean on.
